Our Core Services include independent living skills, individual and systems advocacy, information and referral, transition services, and peer supports.
Services Offered
ILNC provides Transition Services, Developmental Disability Programs, Independent Living Services, Benefits Advisement, Mental Health and Wellness Coaching. Services are available through Office of Persons With Developmental Disabilities (OPWDD).
Taking Control: Member Directed Personal Assistant Services (CDPAS)
Your member may be eligible for our fiscal intermediary in-home personal assistant services. The member controls hiring, training, and evaluating their personal care provided by the assistant. To Take Control and use this service, your member must be eligible for personal assistant services; have a working telephone in their home; and be a self-directing person who can understand the decisions about medical needs and implement them. Benefits Advisement
This program assists individuals with applying for benefits such as SSI and SSD related to his or her disability or diagnosis.
Independent Consumer Advocacy Network (ICAN)
Provides free, confidential help to consumers who are eligible for or enrolled in Health and Recovery Plans (HARPs). They can help you decide whether HARP is right for you, answer your questions about your benefits, provide advice and information, and advocate for you in the appeals process. Call ICAN at 1-844-614-8800 or email ican@cssny.org. ICAN is the ombudsprogram for people with Medicaid who need long term care services or behavioral health services.
Addict 2 Addict Niagara
Independent Living of Niagara County (ILNC) is pleased to announce the opening of ADDICT 2 ADDICT Niagara (A2A Niagara). It is based at the ILNC offices in the Haeberle Plaza, 746 Portage Road, north of Pine Avenue, in Niagara Falls, NY.
This effort differs from other opioid crisis outreaches you see advertised that are clinic-based, and do not share the history or empathy with the addicts of our staff. A2A Niagara has recruited recovering addicts to offer help to still-struggling addicts who have decided they want to work towards their own recovery.

Independent Living of Niagara County is a member of the Western New York Independent Living, Inc. family of agencies that offer an expanding array of services to aid individuals with disabilities to take control of their own lives.
Aged, Blind & Disabled Medicaid Application Assistance Program
Funded by the New York State Department of Health (DOH), the Medicaid Application Assistance Program (MAAP) helps individuals who are over 65, certified blind and/or disabled regardless of age, to apply for programs through Department of Social Services, including, Community Medicaid programs, Medicaid Buy-In for Working People with Disabilities, Medicaid Spend-Down, Managed Long Term Care (MLTC), and Nursing Home/Chronic Care Coverage. This program was created to ensure the Aged, Blind and Disabled have access to comprehensive, affordable health insurance. We have a team of experienced enrollment staff throughout Western New York who are ready to assist you with the application process for Medicaid.
NY Connects
NY Connects is a trusted place that gives you information about available options whether you are paying for services yourself, through insurance, or are eligible for a government program.
Open Doors
This program is designed to provide any nursing home resident with a disability and/or their family about the opportunity to understand the rights of residents in long-term care facilities and the options available to him or her to return to the community and housing of his or her choice.
Olmstead Housing
Olmstead Housing Subsidy (OHS) is a rental housing subsidy program that provides transitional housing support to Medicaid beneficiaries with a disability that have lived, or currently live in a nursing home.
Young Leaders and Advocates Network (YLAN)
YLAN is a statewide network run for and by young people with disabilities. YLAN is dedicated to uniting and empowering young people across the state. We ensure young people are authentically and meaningfully involved in all decisions that affect us. Together, we change systems so young people get the support they need with the respect and dignity they deserve.
