Services
Home and Community Based Services (HCBS)
The Behavioral Health Home and Community Based Services (BH HCBS) program offers Prevocational Services and Habilitation Services for individuals with mental health and/or substance use disorders. Prevocational Services prepare consumers for employment, while Habilitation Services provide training in essential life skills for community integration and independent living. Both programs aim to improve functioning and quality of life through recovery-oriented services.
Our peers are experienced in what it takes to be in recovery and have personal experience navigating systems that impact quality of life such as the Social Security Administration, Social Services, Housing systems, OPWDD, and gaining meaningful employment. Our peers help to bridge individuals from their homes into the community.
The program is offered in Erie, Niagara, Genesee, Wyoming, and Orleans Counties.

As part of Home and Community Based Services, WNYIL offers:
Psychosocial Rehabilitation (PSR)
Recovery activities and interventions designed to restore social and independent living skills to increase personal autonomy.
Habilitation/Residential Support Services
Recovery activities that build social, personal, and interpersonal skills necessary to integrate into work, school, and the community.
Family Support and Training
One-on-one and group counseling, mediation and conflict resolution services, training on mental health conditions, services, and supports.
Empowerment Services – Peer Supports
Advocacy, outreach and engagement, self-help tools, recovery, transition services, pre-crisis, and crisis support.
Pre-Vocational Services
Time-limited services that prepare participants for paid or unpaid employment and teaching work-related concepts.
CORE
Community Oriented Recovery and Empowerment (CORE) services provide person-centered and mobile support to promote community participation and independence. Offered services include Psychosocial Rehabilitation, Family Support and Training, and Empowerment Peer Supports. These services aim to restore independent living abilities, enhance wellness management skills, provide information and tools to family members, and empower individuals in managing their behavioral health symptoms.
CORE consists of four services:
- Community Psychiatric Support and Treatment (CPST)
CPST is designed to provide mobile treatment services to individuals who have difficulty engaging in site-based programs, or who have not been previously engaged in services, including those who had only partially benefited from traditional treatment. - Psychosocial Rehabilitation (PSR)
PSR is designed to assist an individual in improving their functional abilities to the greatest degree possible in settings where they live, work, learn, and socialize. - Family Support and Training (FST)
FST offers instruction, emotional support, and skill building necessary to facilitate engagement and active participation of the family in the individual’s recovery process. - Empowerment Services – Peer Support
Empowerment Services – Peer Support involves non-clinical, peer-delivered services with focus on rehabilitation, recovery, and resilience. They are designed to promote skills for coping with and managing behavioral health symptoms while facilitating the utilization of natural support and community resources.
CORE Services are available to adults aged 21+ who are enrolled in a NY Medicaid Health and Recovery Plan, or in some cases a Medicaid Advantage Plus Plan or HIV Special Needs Plan.
