Western New York Independent Living & PPL: Strengthening CDPAP for You
WNY Independent Living is an approved facilitator for the Consumer Directed Personal Assistance Program (CDPAP). We are partnering with the new statewide fiscal intermediary, Public Partnerships LLC (PPL), to make sure you continue receiving the best care from your trusted personal assistants. The transition to PPL was completed in the of 2025.
Taking Control, Consumer Directed Personal Assistant Services (CDPAP)
The Taking Control program offers Member Directed Personal Assistant Program to eligible members who require in-home assistance. This program enables members to hire personal assistants for various tasks, including hygiene, cleaning, and appointments. As part of the program, members assume the role of supervisors and are responsible for hiring, training, and overseeing the work of their assistants. The program provides flexibility in scheduling and task assignments, and members can replace assistants if needed. Eligible members should have the ability to self-direct, although representatives can help, if needed.
What do I need to Take Control?
- Be Medicaid eligible for Personal Assistant Services.
- Make available a phone that is registered to the consumer/employer or designated representative so assistants can call in/out to track their hours worked.
- Be a “Self-Directing” person – that is, be able to understand the decisions about your medical needs and implement them. If you do not believe you can be self-directing, you can designate someone who is.

Veteran Directed Home Care
VDC is a VA-funded program where the Veteran is provided an annual authorization for goods and services, which may include Personal Assistant (PA) services. The person-centered counselor will work with the Veteran on a spending plan to ensure all needs are met and will provide monthly contact/feedback to the Veteran on their spending plan adherence. Additional goods and services are available to improve the quality of life of the Veteran.
Available in Erie, Niagara, Genesee, Livingston, Orleans, Wyoming, Monroe, Chautauqua, Cattaraugus, and Allegany counties.
What Do I Need to be Eligible?
- Request a referral from the VA for Veteran Directed Care.
- Have a phone to register with the program so your Personal Assistants can call in/out to track their hours worked.
- Be able to understand the decisions about your medical needs and implement them. If you cannot understand decisions related to your health, you can designate someone who does.

Eligibility is determined by the VA. The consumer must be a disabled veteran with care needs that meet the VA’s “case mix” criteria and must have approval from a physician.
